Charitable contribution to a foreign government

Q. We've been asked to contribute and have agreed to pay the Federated States of Micronesia a total of $2500 in support of their Community Day. I've received a W-9 that shows box 3 (Other) checked, with "Foreign Government Entity (Vienna Convention) as an explanation, and their FEIN # does NOT start with a 98.
What does this mean for 1042-S reporting?
