Reporting invoices with both rental and service charges

Q. For certain projects our county rents toilets and handwashing stations. The invoice breaks down the rental amount, service amount and waste disposal amount. Would these charges all be reportable as rent? I am inclined to think that in order to rent the equipment, the vendor would have to provide the services any way so I was going to report them on line 1 but want to make sure. A.
