Withholding on reimbursable expenses

Q. We have a vendor from Switzerland that has claimed 30% withholding per Art 17, Abs2 and Art 17. They have billed for both services and reimbursable expenses; Do we need to withhold on the services only? OR do we withhold on the total billed to include the reimbursable expenses?
