Nonresident alien being reimbursed for expenses

Q. We have a nonresident alien, who doesn't qualify for tax treaty, providing a service as an independent contractor and is getting reimbursed for expenses they can substantiate through paid receipts. Per question 96897 on this portal, it's my understanding we would not need to withhold any taxes on the travel reimbursement payments provided the contractor properly substantiates the expenses under the accountable plan rules.
