Withholding for fringe benefits

Q. We recently found out that taxes need to be withheld for tuition reimbursement and surrogacy fees. Is there a limitation or specific taxes that need to be calculated for each category? Are there any exceptions to calculating taxes? For example, we received guidance from a previous tax manager that if the schooling was directly related to the employee's current position, the taxes would not need to be withheld.
