Waiver to exempt mandatory 1042-S electronic filing

Q. The software company we use to file 1042-S forms to the IRS will not have the capability to electronically file the 1042 form. Is there a waiver form that we can fill out to exempt us from filing the 1042 electronically for 2023? If so, what is the form number?
