Are PA and DC included in the Combined Federal/State Filing program?

Q. I have recently learned that PA is not included in the combined state filing contrary to the Publication 1220. Can you please confirm this is correct? Has DC confirmed if they are included in the combined state filing?

We have reference at this time only to the current edition of IRS Publication 1220 for 2023 which includes both District of Columbia and Pennsylvania in the list of participating states for Combined Federal/State Filing for 2023…
