Money found in a deceased person's home

Q. Our police department found $2,300 in a deceased man's home. They are requesting a check to be issued to his next of kin. I explained that I would need to see the probate court order to verify we are giving the money to the correct person. I also requested a W-9. Question is ... is this payment reportable on a 1099?
