Does a W-8BEN-E form expire?

Q. Based on previous Ask the Expert answer regarding a W-8BEN-E form, "It only lasts until the end of the calendar year when it was signed and then the next three years. It expires at the end of that period. For example, a W-8BEN-E form signed in 2021 would be valid for the rest of 2021 as well as 2022, 2023 and 2024."
This does not address the IRS document date. Today's date is 10.06.22, and my vendor submitted a REV July 2017 form, signed 10.03.22. Can I accept this 2017 form based on the…
