Q. We have a vendor that delivered us some cookies. When I asked for their W-9, they said they are under the Cottage Law in ND and they don't need to; all their tax person asks for is their income and expenses. Is a vendor required to produce a W-9 when they are working under the Cottage Law in ND? (Cottage Law basically says "This product is made in a home kitchen that is not inspected by the state or local health dept.")
