W-9s and 1099s for government entities

Q. We have a lot of government entities that we pay; however, we don't have an EIN or W-9 on file for those entities. My question is, do we 1099 those sort of entities? If we do, what's an easy way to get their W-9s? We can't seem to find an easy way to find out what the state's or city's EINs are.
