W-9 or W-8BEN for visiting academics

Q. I have two visiting fellow payees that submitted tax forms and I unsure if the right form was submitted. The first payee has a J-1 visa, is a visiting fellow, submitted a W-9 with an address in Bhutan. Should this payee submit a W-8BEN and we withhold monies from her income as the work was done in the US, or is the W-9 OK to use?
