Q. We are paying an employee benefit company to offer online counseling to our university's students and employees. This payment is a 1099-MISC reportable medical service. The vendor is located is a different state from where our university is located. For state reporting, is the 1099 submitted to our organization’s state where the services are being received or is the 1099 submitted to the state on the vendor’s W-9? A.
