Reporting garnishment payments made to a law firm

Q. Our Payroll department received a debt garnishment notice from a law firm that acts as a debt collector on behalf of other companies. We are told to issue the payment to "name of creditor, c/o law firm LLC." I know that because this is a legal firm, I need to report the garnishment payment as gross proceeds to attorneys in box 10 on 1099-MISC and I have their W-9. My question is whether I also need the W-9 of the creditor. I asked the law firm to provide that and they refused to. I should…
