Rent and relocation concessions

Q. Two questions:
Is a rent concession paid to a tenant to move to another unit in the complex taxable? Tenant was asked to move for company's benefit.
Is a relocation concession paid to a tenant to move to another unit in the apartment complex taxable? Tenant was asked to move for company's benefit. Payment was made to reimburse tenant for moving expense.
