Primary address on a W-9

Q. I have been told different things and would like clarification. First, the primary address should be what is on the W-9 as that is what the IRS has. Second, the primary should always be a physical address and PO Boxes are remit-to addresses.
The one I am working on now has a PO Box on the W-9, but they have a physical address on the new vendor form they submitted. What should be the primary address?
