Are political campaign contributions 1099-reportable?

Q. We made contributions to political campaigns in Texas. We received the W-9, but the liaison for the committee said Texas campaign committees do not file tax returns with the IRS. Research that I've completed so far states that unless the political campaign shows they are exempt, then we would still issue a 1099.
