Q. I am new to processing the 1042-S forms and have reviewed the US Tax Treaty Publication 901. I do not see that Singapore is a county with a US tax treaty. The vendor generates QR codes for the website URLs we upload to collect the number of scans and where the people are located that use the QR code. None of the work is done in the US. I believe we would need to withhold 30% and remit to the IRS but I wanted to make sure before I notified the vendor.
