Mileage rate for moving expenses

Q. I'm looking for clarification on the mileage rate from employees that are moving where the employer is covering the cost. The IRS language is confusing with regards to moving. Does the current 22 cents apply for ALL moving related mileage or only if the individual is moving and is a qualified active-duty members of the Armed Forces? I understand that any rate an employer uses is fully imputed into taxable income to the employee.
