Issuing payments against pro forma invoices

Q. Is it appropriate in any case to issue payments from AP for a proforma invoice when the vendor typically invoices via their A/R system?
In my career, I have never worked for a company that pays from proforma invoices. However, this is the first time this question has arisen for my current employer, and they do not have a clear policy on it.What do you do at your organization? And do you have a policy you'd be willing to share?
