Who represents government agencies as responsible officers for IRS purposes?

Q. We are a government agency and are wondering how other government agencies are deciding who represents them as the resposible officer in the new IRS submission system. For example, is it the accounts payable manager, or someone higher than that? Such as a CFO? Or is it just the person who reviews and processes their W-9?
