Emailing 1099 forms?

Q. In the past our accounting firm always mailed out our 1099 forms, which I thought had to be on specific IRS forms that you had to order. This year they said they are no longer mailing the forms and you can now send them via e-mail. When I researched online and on IOFM, I was reading that you have to have the recipient's approval on file to receive a 1099 via e-mail and make it available through a portal.
