Educational loans to non-employees

Q. As a healthcare system, we often contract for specialty providers that receive a 1099-MISC. We have an agreement for a provider to hire three people for whom we will provide educational loans that will be forgiven after a length of service with that provider. Each person will receive three payments over time, all with that service requirement. The payments are not to the contracted provider.
