Q. A credit card transaction for registration to a class, held in the U.S. and taught by a U.S. vendor, shows as a foreign transaction. When the vendor holding the class was asked, they stated the event is being help through WIX, which is based in Tel Aviv. And Wix uses Stripe, a multinational organization to process payments. The vendor states they do not have a W-8 and cannot help us obtain one for either of the other companies they use. Do we have to file a 1042 for this transaction? Who do…
