County government obligation to issue 1099-MISC?

Q. 1. Please indicate whether my county government needs to issue a 1099-MISC to a homeowners under each of the following circumstances:
a) The county makes a mortgage payment directly to the mortgagor on behalf of the homeowner to provide shelter for their minor child. The homeowner is enrolled in a public assistance program.
b) If the answer is “no”, would it matter if the mortgagee was NOT enrolled in a public assistance program?
c) The county pays the utility company directly on the same…
