Are subsistence allowances paid by universities 1099 reportable?

Q. Universities routinely issue participant support stipends to payees participating in grant funded training programs. The payments are subsistence allowances (housing, living expenses). Are the payments 1099 reportable? A. (Answered by IOFM's third-party tax experts) Participant support cost payments are reported on Form 1099-MISC as "Other income" in box 3, showing the participant's name as Recipient and the participant's SSN.   98331
