Are casino prize giveaways 1099-reportable?

Q. I am an AP manager for a hotel/casino. We hold sweepstakes where a customer can win gift cards or free slot play. We have done this in the past with cash and have given 1099s to the cash winners. If we give a gift card of $600 or over do we need to send a 1099 to that guest? Second question - if a guest signs up for our loyalty program they can earn giveaways such as toasters, chairs, etc. Are giveaways that a guest earns subject to a 1099 if over $600? A.
