1099 Reporting for Local Government Grant Reimbursements

Q. We are a local government, and we have a grant program where we reimburse an individual or an entity for expenses related to a neighborhood improvement project. Amounts vary and could be over $600. Would these reimbursements/payments be required to be reported on a 1099 as income to either the individual or entity?
